In Duvall, permit requirements are triggered by the size and species of the tree:

Significant Trees: Any tree (excluding Red Alder or Cottonwood) that measures 10 inches or greater in diameter at breast height (4.5 feet up the trunk).

Exceptional Trees: Large, healthy trees that meet specific species-based size thresholds (often 30 inches+). These are high-priority for retention and require specialized arborist reports for removal.

Annual Allowance: On developed residential lots, you can typically remove up to two significant trees per calendar year, provided a minimum number of trees remain on the property.

The Replacement Ratio: Tree replacement is mandatory for nearly all removals. Depending on the tree's size and location, you may be required to plant between 1 and 3 new trees for every one removed.

Imminent Danger: If a tree poses an immediate threat to life or property, it can be removed as an emergency. However, you must notify the City within 7 days and provide photographic evidence of the hazard.

Critical Areas: Trees located in steep slopes, wetlands, or Native Growth Protection Areas (NGPA) have much stricter protections and almost always require a Level 2 Tree Risk Assessment.
