Is Your Tree "Significant"?

In North Bend, "Significant" trees are protected and generally require a permit for removal. The city uses two different size thresholds:

Evergreen Trees: Any healthy evergreen 15 inches or larger in diameter (DSH—measured 4.5 feet above grade).

Deciduous Trees: Any healthy deciduous tree 12 inches or larger in diameter.

Exempt Species: Red alder, holly, poplar, and cottonwood are not considered significant trees and can typically be removed regardless of size.

Key Regulations & Requirements

Since the City of North Bend maintains a permanent log of your property’s tree removals, we perform a thorough records check to secure your eligibility before any work begins.

Free Permit for Small Projects: For residential lots, there is typically no cost for a permit if you are removing 7 or fewer significant trees, though the application is still required.

The 30% Retention Rule: For properties seeing development (like a new home or addition), North Bend requires that 30% of all significant trees on the buildable area be retained.

The Replacement Ratio: When a significant tree is removed, the city requires replacement:

  • 2:1 Ratio: Two new native trees (minimum 4 feet tall) for every one removed.

​

  • 3:1 Ratio: Three new potted trees (1-gallon size) for every one removed.

Hazard & Emergency Trees: Trees that are dead, diseased, or pose an imminent threat can be removed via an exemption. However, the City may require an Arborist Report to prove the tree’s condition before or after the removal.
